Alphanso Hall Charged With Manslaughter For Providing Fentanyl

BAY COUNTY, FL – July 18, 2025 – On December 3rd, the Bay County Sheriff’s Office received a 911 call reporting an unresponsive victim at a residence on Raven Street, Panama City Beach. The 39-year-old victim appeared to have symptoms of an opiate overdose. The Bay County Sheriff’s Office and Bay County Fire Rescue responded to the scene. The victim was deceased by what appeared to be drug use. During the initial response, deputies located evidence which indicated the victim ingested fentanyl some time prior to being found.

The Bay County Sheriff’s Office Criminal Investigations Division and Special Investigations Division began an investigation into the victim's death. As the investigation progressed, investigators discovered evidence giving them a lead on who the victim had purchased fentanyl from several hours prior to the 911 call on December 3, 2024. The investigation continued over several months and the source of the fentanyl was later identified as Alphanso Frederick Hall, age 39, of Panama City. 

On February 18th, 2025, Alphanso Hall was located and arrested by the Bay County Sheriff’s Office Special Investigations Division in an unrelated drug investigation. Hall was found to be in possession of various illicit drugs, including fentanyl, at the time of this arrest and he was booked into the Bay County Jail. 

Throughout the course of the investigation, the evidence in the case was discussed and reviewed with the District 14 Medical Examiner’s Office and the State Attorney’s Office for prosecution. On July 16, 2025, Alphanso Hall was charged with manslaughter for his role in the drug overdose death investigation, as he had been identified as the person who provided the victim with the fentanyl that proved to be fatal. Hall is currently being held in the Bay County Jail on a bond of $1,000,000.
